If you’re a Pakistani student planning to study abroad, document attestation is not optional — it is the paperwork chain that stands between your acceptance letter and your student visa. Get it wrong, do it in the wrong order, or start it too late, and your visa appointment gets delayed or refused regardless of how strong the rest of your application is.

Why Attestation Exists — The Short Version

When a foreign university or embassy receives your degree or school certificate, they have no independent way to verify it is genuine. Pakistan has no shortage of forged academic documents in circulation, and foreign institutions know this. Attestation is the official chain of verification — each body in the chain confirms to the next one that your documents are authentic, until the final stamp makes them legally valid internationally.

The Three Bodies — Who Does What

HEC — Higher Education Commission
Attests university-level degrees (Bachelor’s, Master’s, MPhil, PhD) and their transcripts. HEC does not handle Matric or Intermediate certificates.

IBCC — Inter Board Committee of Chairmen
Attests secondary and higher secondary certificates — Matric (SSC) and Intermediate (HSSC/FSc). Also issues Equivalence Certificates for O-Level and A-Level students, converting Cambridge grades to Pakistani equivalents that foreign institutions can understand.

MOFA — Ministry of Foreign Affairs
The final step for most destinations. MOFA is Pakistan’s government-level certification that your documents — already verified by HEC or IBCC — are authentic for use abroad. No foreign embassy will accept your documents for a student visa without MOFA attestation already in place.

The Correct Order — This Is Where Most Students Go Wrong

Step 1 → HEC or IBCC first (never MOFA first)
MOFA will not process your documents unless HEC or IBCC has already attested them. Showing up at MOFA without prior attestation is the most common time-wasting mistake.

Step 2 → MOFA second
Once HEC or IBCC stamps are on your documents, take everything to MOFA for the final international-use certification.

Step 3 → Embassy attestation (if your destination requires it)

STEP 1A: HEC Attestation (For University Degrees)

What Changed in May 2026 — Important

On 11 May 2026, HEC launched a fully online, paperless Degree Attestation System. You no longer visit offices or courier documents. Everything is done digitally, and HEC issues a blockchain-secured e-Attestation Certificate instead of a physical stamp. Bordernbridges

What HEC Attests

University degrees (Bachelor’s, Master’s, MPhil, PhD) and their official transcripts. HEC does not attest Matric or Intermediate certificates — those go to IBCC.

Documents Required for HEC

  • Original degree certificate
  • Official transcript
  • Copy of CNIC (Computerized National Identity Card)
  • CNIC of parent or guardian (if student is under 18)

The HEC Process (2026 — Fully Online)

  1. Visit hec.gov.pk → create an account using your CNIC and email address
  2. Upload scanned copies of your degree and transcript

Important Check Before You Start

Your degree must be from an HEC-recognized university. If it isn’t on HEC’s system, attestation will be denied. Check your university’s recognition status on hec.gov.pk before beginning — this can save you significant time and money.

STEP 1B: IBCC Attestation (For Matric and Intermediate Certificates)

What IBCC Attests

Matric (SSC) certificates, Intermediate/FSc (HSSC) certificates, and O-Level/A-Level Equivalence Certificates. If you studied in the Cambridge curriculum, IBCC also issues an Equivalence Certificate that converts your grades into the Pakistani Matric/FSc equivalent — many foreign universities require this alongside your original results.

STEP 2: MOFA Attestation (For All Documents, After HEC/IBCC)

What MOFA Does

The Ministry of Foreign Affairs (MOFA) is the final verifying authority in Pakistan for documents intended for use abroad. The Most Common Attestation Mistakes Pakistani Students Make

Do I need HEC attestation or IBCC attestation — or both?

It depends on which documents your destination university and embassy require. If you’re a university graduate, you need HEC for your degree and IBCC for your Matric/FSc. If you’re a fresh FSc student applying directly for undergraduate admission, you typically only need IBCC. When in doubt, get both done — it’s always better to have attested documents you don’t end up needing than to need them and not have them.
