If you’re a Pakistani student planning to study abroad, document attestation is not optional — it is the paperwork chain that stands between your acceptance letter and your student visa. Get it wrong, do it in the wrong order, or start it too late, and your visa appointment gets delayed or refused regardless of how strong the rest of your application is.
This guide explains exactly what HEC, IBCC and MOFA attestation are, which one you need, in what order, and how long each step takes in 2026 — including the major change HEC introduced in May 2026 that most students don’t know about yet.
When a foreign university or embassy receives your degree or school certificate, they have no independent way to verify it is genuine. Pakistan has no shortage of forged academic documents in circulation, and foreign institutions know this. Attestation is the official chain of verification — each body in the chain confirms to the next one that your documents are authentic, until the final stamp makes them legally valid internationally.

HEC — Higher Education Commission
Attests university-level degrees (Bachelor’s, Master’s, MPhil, PhD) and their transcripts. HEC does not handle Matric or Intermediate certificates.
IBCC — Inter Board Committee of Chairmen
Attests secondary and higher secondary certificates — Matric (SSC) and Intermediate (HSSC/FSc). Also issues Equivalence Certificates for O-Level and A-Level students, converting Cambridge grades to Pakistani equivalents that foreign institutions can understand.
MOFA — Ministry of Foreign Affairs
The final step for most destinations. MOFA is Pakistan’s government-level certification that your documents — already verified by HEC or IBCC — are authentic for use abroad. No foreign embassy will accept your documents for a student visa without MOFA attestation already in place.

Most Pakistani students applying for a study-abroad student visa need all three — IBCC for their Matric/FSc, HEC for their degree (if they’re a graduate), and MOFA for everything.
Step 1 → HEC or IBCC first (never MOFA first)
MOFA will not process your documents unless HEC or IBCC has already attested them. Showing up at MOFA without prior attestation is the most common time-wasting mistake.
Step 2 → MOFA second
Once HEC or IBCC stamps are on your documents, take everything to MOFA for the final international-use certification.
Step 3 → Embassy attestation (if your destination requires it)
Some countries require one additional step — attestation by their embassy in Pakistan after MOFA. Check with us or your specific destination country’s embassy whether this applies to you.
On 11 May 2026, HEC launched a fully online, paperless Degree Attestation System. You no longer visit offices or courier documents. Everything is done digitally, and HEC issues a blockchain-secured e-Attestation Certificate instead of a physical stamp. Bordernbridges

University degrees (Bachelor’s, Master’s, MPhil, PhD) and their official transcripts. HEC does not attest Matric or Intermediate certificates — those go to IBCC.

Your degree must be from an HEC-recognized university. If it isn’t on HEC’s system, attestation will be denied. Check your university’s recognition status on hec.gov.pk before beginning — this can save you significant time and money.
Matric (SSC) certificates, Intermediate/FSc (HSSC) certificates, and O-Level/A-Level Equivalence Certificates. If you studied in the Cambridge curriculum, IBCC also issues an Equivalence Certificate that converts your grades into the Pakistani Matric/FSc equivalent — many foreign universities require this alongside your original results.

If you studied O-Levels and A-Levels, you need IBCC to first issue an Equivalence Certificate before attestation can proceed. This is a separate application from attestation itself. Allow extra time for this step.
The Ministry of Foreign Affairs (MOFA) is the final verifying authority in Pakistan for documents intended for use abroad. Attestation is an official seal and signature by an authorised ministry official confirming that your document is genuine — a mandatory step in legalising your documents for international use. After MOFA, some countries require one final step — attestation by their own embassy in Pakistan. This is country-specific:

Starting your attestation less than 6 weeks before your visa appointment is high-risk. Starting 10–12 weeks ahead is the safest, most stress-free approach.
It depends on which documents your destination university and embassy require. If you’re a university graduate, you need HEC for your degree and IBCC for your Matric/FSc. If you’re a fresh FSc student applying directly for undergraduate admission, you typically only need IBCC. When in doubt, get both done — it’s always better to have attested documents you don’t end up needing than to need them and not have them.

Yes — IBCC and MOFA both accept courier submissions, though in-person appointments are faster. MOFA offices exist in Islamabad, Karachi, Lahore, Peshawar, and Quetta. HEC’s new 2026 system is fully online, so location doesn’t matter for that step.
