Is MBBS in Russia Recognized by PMDC? Complete Guide for Pakistani Students (2026)

Russia has been one of the most established destinations for Pakistani medical students for decades. Its universities are older, more internationally known, and carry a reputation that Uzbekistan, Azerbaijan and newer destinations are still building. But the question that matters to Pakistani families isn’t prestige — it’s whether the degree will allow their son or daughter to practice medicine in Pakistan after six years abroad.

The direct answer: yes, MBBS from Russia can be fully recognized by PMDC — but the same conditions that apply to every overseas medical degree apply here too. This guide covers exactly what those conditions are, which Russian universities consistently meet them, and what Pakistani students need to verify before committing.

How PMDC Recognition Works for Russian Medical Degrees

PMDC does not issue country-level approvals. It doesn’t say “all Russian universities are recognized” or “no Russian universities are recognized.” What it maintains is a set of conditions — two of which must be satisfied simultaneously: one by the student personally, and one by the university.

The PMDC policy requires Pakistani students wishing to study MBBS abroad — including in Russia — to have a minimum of 60% marks in HSSC/FSc Pre-Medical (or GCE A-Levels equivalent) and 50% marks in MDCAT. The foreign university must be accredited by WFME (World Federation for Medical Education) or listed in WDOMS (World Directory of Medical Schools), and the qualification must be in Allopathic Medicine.

Condition 1 — Your personal academic requirements:

  • Minimum 60% marks in FSc Pre-Medical or equivalent A-Level grades
  • Minimum 50% marks in MDCAT

Condition 2 — Your chosen university must be:

  • Listed in WDOMS (World Directory of Medical Schools), AND
  • Accredited by WFME (World Federation for Medical Education)

Both must be satisfied. Strong grades with a non-listed university means no PMDC registration. A WDOMS-listed university with below-threshold grades means the same outcome. There is no workaround for either condition.

Which Russian Universities Meet the WDOMS/WFME Requirement?

Russia has some of the oldest and most internationally documented medical institutions in the world. The universities below have consistently maintained WDOMS listing and international recognition and have long track records with Pakistani students specifically:

Sechenov University (First Moscow State Medical University)
One of the oldest and most prestigious medical universities in Russia, established in 1758. Fully listed in WDOMS and internationally accredited. Offers English-medium MBBS programs and has one of the largest international student populations of any Russian medical institution. Located in Moscow.

Peoples’ Friendship University of Russia (RUDN University)
RUDN was specifically founded to educate international students and has a particularly strong track record with students from Pakistan and South Asia. WDOMS-listed, internationally accredited, and offers a well-structured English-medium medical program. Located in Moscow.

Kazan Federal University
One of Russia’s oldest universities, established in 1804. Located in Kazan — a major city with a significant Muslim population, which many Pakistani students find more culturally familiar. WDOMS-listed and internationally recognized.

Volgograd State Medical University
A well-established state medical university outside Moscow, which makes it significantly more affordable in terms of living costs while maintaining full WDOMS listing and international recognition. Popular with Pakistani students specifically because of the cost-of-living advantage over Moscow.

Saint Petersburg State Medical University (Pavlov University)
Located in Russia’s second city, Pavlov University has one of the strongest research reputations among Russian medical institutions. WDOMS-listed and internationally accredited. Saint Petersburg’s living costs sit between Volgograd and Moscow.

⚠️ Important: This list reflects universities with established WDOMS recognition history — it is not exhaustive, and recognition status must always be verified directly on wdoms.org before you apply. Do not rely on a university’s own marketing materials or any consultant’s verbal assurance. Our team verifies current WDOMS status for every student before any application is submitted.

Moscow vs Smaller Russian Cities — The Cost Reality

One dimension that matters enormously for Pakistani families is where in Russia the university is located. Russia is a large country and the cost difference between Moscow/St. Petersburg and smaller cities is significant:

Location Tuition Range Monthly Living Cost Best Known Universities
Moscow Higher Higher — PKR 60,000–90,000+ est. Sechenov, RUDN
Saint Petersburg Mid–high Mid–high Pavlov University
Kazan Moderate Moderate Kazan Federal University
Volgograd/Other cities Lower Lower — PKR 35,000–55,000 est. Volgograd State Medical

For Pakistani families working with a defined budget, a WDOMS-listed university in a smaller Russian city often represents the better value — same PMDC eligibility, meaningfully lower total cost over 6 years.

The MDCAT Requirement — Do Not Skip This Step

This is the same point made in our MBBS in Uzbekistan PMDC guide and it bears repeating because the mistake is so common and so costly:

MDCAT is not required for admission to Russian universities. Universities will accept you, issue an offer letter, and process your visa without MDCAT results. But PMDC will not register your degree without them.

Students who bypass MDCAT thinking they’ll sort it out later — or who sit it but don’t reach 50% — arrive back in Pakistan after 6 years with a degree from a recognized Russian university that PMDC will not register. By this point the investment of time, money and family sacrifice is irreversible.

The correct sequence:

  1. Sit MDCAT and confirm you’ve achieved at least 50%
  2. Confirm FSc percentage is at least 60%
  3. Only then shortlist Russian universities, apply, and begin visa processing

If you haven’t sat MDCAT yet or your score is below 50%, prioritize this before any overseas medical application.

Russia vs Uzbekistan for PMDC Eligibility — Key Differences

Pakistani students often compare Russia and Uzbekistan since both are MBBS destinations with PMDC-eligible universities. The PMDC eligibility conditions are identical for both — same FSc and MDCAT thresholds, same WDOMS/WFME requirement. What differs is:

Factor Russia Uzbekistan
University age and reputation Older, more internationally established Newer international profile, rapidly growing
Cost — tuition Higher on average Generally lower
Cost — living (major city) Higher, especially Moscow Lower, especially Tashkent
English-medium availability Available at major universities Widely available
Cultural familiarity Less familiar environment More Muslim-majority, familiar culture
Intake seasons Multiple intakes at some universities Primarily September intake only

After Graduation — Returning to Practice in Pakistan

The pathway back to practice in Pakistan after a Russian MBBS is well-established and follows the same steps as any foreign medical degree:

  1. Degree attestation — HEC online attestation (new 2026 portal), followed by MOFA attestation. Full steps in our HEC, IBCC and MOFA attestation guide
  2. PMDC foreign graduate registration — submit degree, transcripts, MDCAT results, FSc certificate, and passport copy to PMDC
  3. PMDC licensing examination — mandatory for all foreign medical graduates before a full practicing license is issued
  4. Mandatory house job — one year at a PMDC-recognized teaching hospital after licensing

Russian medical graduates practicing in Pakistan are not uncommon — there is a documented, functional pathway. The licensing exam is the step that requires the most preparation from early in your degree program.

Frequently Asked Questions

Is a Russian medical degree valid in Pakistan?

Yes — if your university is WDOMS and WFME accredited, and you personally achieved 60% in FSc and 50% in MDCAT. After graduation, you complete HEC and MOFA attestation, apply for PMDC foreign graduate registration, and pass the licensing exam before practicing.

Which Russian city is best for Pakistani MBBS students?

It depends on your budget. Moscow and St. Petersburg have the most prestigious universities but significantly higher living costs. Cities like Volgograd and Kazan offer WDOMS-listed universities at considerably lower living expenses — often the smarter financial choice for Pakistani families over a 6-year degree.

Do I need IELTS for MBBS in Russia?

Most Russian medical universities do not require IELTS for their English-medium programs. Some may request proof of English proficiency, but this is typically handled through the application process rather than a formal IELTS score. Confirm with your specific university.

How long does the Russia student visa take for Pakistani students?

The Russia student visa process is driven by the Ministry invitation letter (Приглашение), which takes approximately 30–45 days. Consular visa stamping after that takes 1–2 weeks. Start your application at least 3–4 months before your intended intake date. See our Russia destination page for the full visa process.

Is the Russian Ministry invitation letter (Приглашение) mandatory?

Yes — this official Ministry invitation is the foundational document for the Russian student visa. Your university coordinates this on your behalf after your admission is confirmed. You cannot apply for a Russian student visa without it.
